Flipi Combined Cycle Power Plant Project

About the Project

At the end of September 2025, TransAlta Corporation reached an agreement to acquire the Flipi Combined Cycle Power Plant Project (the Project) from Kiwetinohk Energy Corporation (KEC). The Project was originally developed by KEC as a high efficiency, natural gas-fired power generation facility located southwest of Rimbey, Alberta. TransAlta will advance the Project’s development and permitting toward construction
and operation.

The Project will be connected to the province’s transmission network through a new 240-kilovolt (kV) substation and a short transmission line. This connection will enable electricity generated at the Project to be safely and reliably delivered to homes, businesses and industries across Alberta.

Key Project Features

Capacity: approximately 460 megawatts (MW).

Efficiency: The power plant uses a combined-cycle design, which reuses heat that would otherwise be lost to produce extra electricity. This efficient approach helps the facility use less fuel and generate fewer emissions than simple cycle natural gas plants.

Environmental Performance: The plant’s design includes modern equipment and emission controls intended to reduce greenhouse gas emissions and other air pollutants compared to older natural gas facilities.

Project Location: The Project will be located on privately owned, cultivated land approximately 18 km southwest of Rimbey, Alberta in Clearwater County. The site was chosen to minimize new land disturbance, avoid environmentally sensitive areas and to make efficient use of existing nearby natural gas and transmission infrastructure.

Economic Benefits: Development and operation of the Project will create local employment, contracting and business opportunities, and contribute to economic growth and investment in the region.

Community and Indigenous Engagement

TransAlta is committed to open, respectful and ongoing engagement with Indigenous Nations, local landowners and nearby communities throughout the development and operation of the Project.

We value the knowledge, perspectives and input shared by community members and neighbouring Indigenous communities. We aim to incorporate that feedback into project planning wherever possible. Engagement will continue through the design, regulatory, construction and operation phases to ensure open communication and transparency. TransAlta will work to identify opportunities for local and Indigenous participation in the Project. Our goal is to build long-term, mutually beneficial relationships based on trust and collaboration.

Regulatory and Environmental Overview

TransAlta is committed to responsible project development. The Project is being designed to meet all provincial, and where applicable, federal environmental and regulatory standards for the lifecyle of the project.

Alberta Utilities Commission (AUC)

The project has applied to the AUC pursuant to Rule 007: Applications for Power Plants, Substations, Transmission Lines, Industrial System Designations and Hydro Developments for approval to construct and operate the Project and associated substation and transmission line.

A hearing is scheduled for January 12-16, 2026.

The AUC application numbers are 29810-A001 for the Power Plant, and 29180-A002 for the connecting substation, and 29810-A004 for the connection transmission line.

The Alberta Electric System Operator has also applied for a Needs Identification Document to connect the facilities to the grid in application 29810-A003. AltaLink Management Ltd. has also applied to construct new facilities and alter its existing facilities in applications 29810-A005 through 29810-A008.

These applications are being considered by the AUC together under proceeding 29180, which can be accessed by entering the proceeding number into their search portal, here.

Alberta Environment and Protected Areas (AEPA)

The Project received draft approval 506872-00-00 from AEPA on July 30, 2025. This draft approval sets out potential conditions and requirements for the construction, operation and reclamation of the Project. These conditions include limits on specific emissions streams, monitoring and sampling requirements, lists of equipment, point source emissions locations and other limits (e.g. stack heights). The conditions and limits may be subject to change based on conditions which may be imposed as part of the AUC proceeding.

Alberta Culture, Multiculturalism and Status of Women

The Project was approved under the Historical Resources Act on November 18, 2024 (HRA Number: 4940-24-0092-001).

Municipal Requirements

TransAlta will coordinate with Clearwater County, Ponoka County and Lacombe County to obtain any necessary development and building permits and ensure the Project aligns with local bylaws and land-use planning requirements.
